6PPC won't fit

Hey,
I'm trying to get 29 gr's of N133 into a 6PPC case (.220 russian) and it's coming half way up the neck,, but i've got a small group of people telling me this is THEE load for the gun with 68-70 gr bullets.

Any suggestions on getting this to fit ?

For compressed loads, I use a 6" drop tube and trickle the kernels in a slow circular pattern around the funnel. They settle better that way.
 
What's wrong with half way up the neck? I've lost track of the number of loads where I've had powder half way up the neck -- or even higher. IMR 4350 is notorious in this regard.

Just seat your bullet normally, even if powder fills up part of the neck. If it's mildly compressed, there should not be a problem, as long as you've got proper neck tension. For example, I've had some .30-06 rounds loaded with Reloder 22 and a 165 Ballistic Tip that I loaded in 1995. The powder was probably pushing 3/4 of the way up the neck, and those cartridges are still sitting at the same overall length as when I loaded them (ie, the bullet hasn't crept forward in 13 years), and they still shoot beautifully, too.
