Bizzare. I thought for sure that he would be your man. Yes, you can't cut a non-restricted below 18.5", no such restriction on restricteds though. Try giving Jeff Smith at Valley Gunsmithing a call.
 
It is a bizzare law but if you speak to the technical people at CFC and you read the Criminal Code and Firearms Act you will see that it doesn't matter whether it is restricted or not. Barrel length when cutting, sawing or otherwise must be a minimum of 457mm (18") section.

Everyone seems to understand that if you cut a shotgun barrel less than 18" you turn it into a prohibitted firearm. But you are can install a 14" factory barrel and it remains non-restricted (if it was in the forst place).

It is the same for all classes of firearms.
