It's all about the Benjamins...
if you go to a bureaucrat with a problem like 'why was X and Y prohibited when Z is well and good? i demand action', the bureaucrat will ban Z, not unban X and Y.
getting 7.62x54r in any kind of bulk in this country is like pulling teeth. i called all over canada, spent the whole weekend on the phone and was able to locate one guy with enough to sell me a crate...and it wasn't a deal. although in fairness to the dealer, it wasn't a dealbreaker either.
