Forgive my possible ignorance, but.... What makes a tracer round an explosive?
Tracer rounds are certainly not incendiary rounds....
Same thing that makes any other pyrotechnic composition an explosive. Tracer comp is an inorganic peroxide and metallic fuel, typically with a resin binder and burns like any other firework composition. For that reason it is regulated as an explosive. I have several formulas for various countries but most are similar in nature.

A substance does not need to explode to be classified as an explosive. Road flares, "burning Schoolhouse" fireworks, sparklers, smokeless powder, primers, all of these fall under the same generic classification of explosives. Some here with little to no knowledge of the subject will argue that they only "burn" and don't explode which reveals a significant ignorance of explosives chemistry.

Then there's the armchair lawyers that predictably quote the OIC prohibiting certain ammunition like incendiary or exploding rounds and use that as justification that tracers are legal, conveniently ignoring the fact that is firearms law and not explosives law. It is further quite ignorant to assume that just because something isn't specifically disallowed must mean that it's legal, which demonstrates ignorance of explosives regulations which say that ALL explosives are illegal unless the law says so.

It's amusing to see what kind of lame arguments people come up with when they don't hear the answer they want. "CGN - Home of the Law Abiding Gun Owner, but only when it suits our purpose."
 
Well obviously that stuff on the base of my bullets is "small arms propellant"! If I have an "explosive" going off as by bullet is traveling through the air, obviously it is "propelling" it to some degree. :D:rolleyes:
 
They are prohibited. If u don't believe the people saying it, go buy some, then call the RCMP to come and take a look and tell u what they think about it.

Does it matter if you get charged under the Firearms Act or under the Explosives Act. You still get charged.

Tracers are generally prohibited from civilian ranges as they can and will start fires. On Military ranges, many times fires have had to be put out that were caused by tracer bullets igniting the dried grass.
 
I'm all for following the letter of the law, but one could agree that this is a case of...

"Why make it an issue on a public forum for the anti's (or Police) to use against us ?"

I've never even heard of a case of someone being charged with possessing / discharging "tracers"...
