7.62x39 bolt action

It might be a little higher than your specified price but you might be able to find a Sabatti Rover 600 in 7.63 x 39. I have one in .223 and it shoots amazing groups for such a cheap rifle. I can easily cloverleaf 3 rounds at 100 meters.
 
You forgot the Howa! I have one and I love it. It shoots sub-MOA with my handloads and it's a marvelous rifle if you're pushing or punching the bush. It's my back up rifle for deer (after my Mossberg Patriot .308), and my 14 yr. old nephew will be using it this year for his first hunt. It is more than the OP wants to spend, but my own experience is that you get what you pay for. I'd recommend biting the bullet (so to speak) and buying a quality rifle that you can plink with as well as use for serious shooting. There! my 2 cents worth.

Consider a break action single shot ?

You see the single shot Baikals from time to time on the EE, could be something to think about.

I've shot a few of the JW-103's, still have one. They cycle rough, have lots of flaws, but it's light, and i was getting better groups at 100m with norinco non corrosive than with my savage .308 and federal blue box. They're not pretty, but if you can find one they're a hoot.

The Zastava was much nicer quality than the norinco, blueing was nice, bolt was a little tight, but would probably work in nicely. Didn't shoot it a lot to say anything for accuracy. Stock was decent, fit and finish decent, but not excellent. My biggest gripe was that they bolt handle is quite small, and you need tall rings or you can have an interference with the back end of your scope. Even if it clears where it is small and short it's pretty tight to the scope, so you're pushing it forward with fingertips rather than the palm of your hand. But it did work, and if you find one at a decent price i wouldn't say no to one.

One other note, not necessarily good or bad was that the JW-103 had a bit bigger of a chamber, anything slid into it pretty easy. The Zastava seemed to have a tighter chamber and we had a couple of steel cased surplus shells that had a hard time chambering, but it seemed to really like new manufacture Tula non corrosive. This could just be these particular rifles, or could be across the board, not sure.

I haven't had a chance to shoot any of the other options, so i can't really comment beyond these.
 
There was a thread on here a long time ago where a guys Nork 103 blew up on the first shot...IIRC they had drilled the pin for the barrel through the chamber which is where it let go.
Also an indication they do not proof fire these guns.

I had the same "want" as you do and I broke down and bought a CZ527. Like you I also have lots of x39 ammo. I suggest buying a "better bolt gun" like the CZ, Howa, Ruger cause you can buy a chinese sks and spray that ammo all over the place or use a good bolt gun and reach out and hit targets. Another benefit of a good bolt gun is you now have a neat little deer gun. Hornady makes a factory load with a SST 123gr bullet. Does the sks kill a deer ? yes. Does my 300 win mag kill deer better ? at 3 times the range...yes. I was in the bush and neatly killed 2 does with my CZ527. worked great ! For the rest of the year I am killing AR500 plates at all kinds of range. A 7.62x39 bolt gun is a fun gun.
