Would it be possible to take low-end ammo, like Barnaul, and pull the bullet, reusing the components, except replacing the bullet with a high-end one like Barnes TSX? Is anyone doing this for their Red Rifle hunting rig? Can you please explain how and with what equipment? Any tips to share like bullet seating, crimping etc?

Mexican re-loads. I have done it lots.

I have a Lee bullet puller that I use in my RCBS press, using a .308 collet. I don't bother with pushing them in a bit to break the seal.. The bullets come out just fine.

I have replaced both the bullets and primers (with non-corrosive berdan primers). Never bothered to crimp and have had no issues.

A great idea if you want to make up hunting rounds using cheap mil-surp.
 
I tried pulling bullets from a couple of different 7.62x39 rounds, but no go. If I pushed the bullet in even the tiniest bit to break the seal, the collet wouldn't even grab the bullet, as it was past the straight side and on to the curved part. I managed to pull bullets from the Chinese ball, no problem.

I was using an RCBS collet puller, tightened as much as I could. I used the bullet and powder from the x39 in .303Br cases. Then I put 5 gr. Unique in the x39 case and topped it off with a WW 93 gr Lee and shot those off in a single shot Baikal.
 
Do I need a 7.62x39 specific seating die or will my good 'ol .308win seating die work just the same for this?
 
Easy peasy. Take the die out of the press and when bullet rises above the press, grab it with a sidecutter. This will pull the bullet, leaving just a small mark on each side of the bullet. They can be re-used for something else.

Seat your new bullet with a 308 seater.

If you go to a heavier bullet (150gr), drop the powder charge a grain.
 
I've pulled a few russian and czech with an impact puller. You have to whack it hard way too many times. I'll try breaking the seal by pushing it in next time, thanks!

I've since noticed a few things:
- I now use a hornady camlock puller instead of the rcbs. Much easier to use on my press.
- The berry .310 is cheap but not very accurate if I keep all of original surplus powder in the case. You push them faster than certain FPS they start flying funny. Reduced powder charge they'll work better. SKS is over-gassed I can go down in powder charge quite a bit and the gun would cycle no problem.
- Use premium projectiles if you care about accuracy beyond 50 yards.
