7.62x39 reloading

Any brass, I doin't care about consistency with the SKS. 1/4 moa bought by good brass is offset by the +/- 4 MOA accuracy margin of the SKS.

I like RL-7 as a powder, it seems about ideal for the 123-5 grains bullet weights typically used.
 
I don't think the make of brass is important because case life tends to be short, the SKS really beats up brass. I'm just using H335 powder, maybe not the best choice but throws well from a powder measure and I got a lot of it cheap from Higginson Powder. The best bullets by far that I've found for the SKS are the Lapua 123 gr .311 diameter, but they're hard to find. Any time I see any at a gun show I buy them.
