I am looking for data for the 7.62x54r with 150gr. Bullets and IMR 8208 XBR powder. I cannot find any data, even though it is available for .308 Win and .30/06. There is data for other powders for all three, so I don't see the 8208 being unsuitable for the x54r. I have data for the .303 Brit in 8208. Not even the IMR website has data for this combination.

Any help would be appreciated.

IMR has data for 180 grain bullets. I would think it would be fine to use those starting loads and work your way up. That being said I'm no expert. Hopefully one will chime in.

I don't load X54 with that powder either but my best advice is to load with a .312 bullet instead of .310. Every rifle I have in x54 shoots better with .312.

The case capacity of the x54R case is several percent greater than the x51 NATO, so starting data for the .308 should be a safe starting point for load development in the x54R. IIRC, the x54R cartridge has somewhat lower maximum pressures, though.

There is a burn rate chart that on hotgdon's site that will tell you what your powder suppose to be in comparison to lets say h4350 or imr4895 which are the most common powders used for 7.62. Based on the amounts stated for lets say IMR4895, Then if your powder is slower or faster then you go by adding or subtracting grains depending on your burn rate. Keep in mind common COL for the cartridge though when you do this. After you determin burn rate then its really just adjusting your load to what your rifle likes.

Ok. Thanks guys. I was leaning towards using .308 starting data and going from there. I don't load at the MAX end anyway. I find a load in the mid or upper mid range that my rifle likes and stick to that load.

I also have a Finn 91 with a Tikka barrel, so I should be able to get away with the smaller diameter bullets.

Using .308 starting data is a really bad idea. 7.62 x 54R is not a .308 Win and starting .308 loads are max loads for the Russian.
There are some unverified 150 grain IMR 8208-XBR loads on Reloader's Nest. Not on Hodgdon's site likely because they didn't test the powder.
