I can seat the bullet without using neck expander and was wondering about safety of doing this. The instructions say the reloader is good for any .30 caliber bullet.
Anyone else doing this?

Are you using a .311 or larger bullet? I know Lee makes their dies for a .30 cal but perhaps someone previous to you modified it to use a bullet that fit their rifle.
 
does the bullet stay in place or move around touched? if there is no movement, then try cambering it from the magazine of your gun and see what happens. if it still doesn't move i would say your good to go, but i suspect it will move in which case you need to neck size.

and as moose said, what diameter bullet are you using? (although based on the weight i think .311
 
They are .3105 diameter. The first 20 I reloaded I was worried about crushing the shoulder they were so tight. After firing them today and neck sizing them they are much better. i thought that they would resize down to .308 or less and they don't go down past .310 which is good for the bullet I want to use.
