I'd pay money to see the look on those guys faces when, after hijacking a large load of ammo, thinking of all the riches they will get from selling all that ammo to the cartel, they open the trailer to find .22 - priceless
 
Biden probably had the CIA "leak" the load info to the drug cartel to contribute to the ammo shortage in exchange for a blind eye.
