Lots of guys using 68gr.-69gr. match bullets from 20" barreled AR's at 600 yds. without much difficulty. The Tikka may well give you the edge just due to the extra velocity of the longer barrel. However, the Tic Tac is at least $500 more than a LTR. That's a lot of bullets, powder, and primers, or extra money for some decent glass.
The guy hasn't really said it, but the LTR would be more useful if he plans on doing some hunting with it as well over punching paper.
