I seem to be having a few ejection issues ever since movin to the ARMS 18. Spent casings seem to be getting stuck between the op rod and reciever. Is it the mount or something with my new shortie or perhaps placement I my scope mount?

There are 2 springs inside the bolt that need to have a couple coils trimmed .
Some people have these issues with the Arms 18 , mine works fine .

From M-14 DoctorThe infamous ARMS 18 jamming issue......
what is at play here is simply the ejection profile of your rifle.
Not all rifles have an issue so JUST because you have an arms 18..... Does NOT mean your rifle WILL jam.
My recommendation is this, install your arms 18 and go shoot it...... try standard rounds ie: 147/150 grain...... then try some heavier loads, i.e. :165/168 grain and see what happens.
If you get a jam i.e.: ejected case falls back in chamber, OR more commonly, ejected case gets trapped between the closing oprod and the mount, right at the receiver ring.

IF you’re particular rifle exhibits this problem....... GENERALLY it is solved by trimming your bolts extractor (2 coils on most) and ejector spring (3 coils on most). This has solved the issue on EVERY rifle I have personally owned or worked on.
NO NEED to upgrade your springs
I have offered the bolt spring trimming service for those who can not disassemble their bolt..... it is a nominal charge of 40.00 return shipping included.

Had this problem with mine tried trimming the springs wasn't able to fix the problem by trimming. Decided to try the Brownells pro spring kit had one wasted trip to the range the new ejector spring was to long wouldn't let the base of the round sit flush on the bolt face bolt couldn't rotate into battery ended up having to trim 1.5 coils off the new springs just got back from the range ejection profile is now to the 90dg to the side when it used to kick brass forward at about a 45. Interesting part is with my reloads and the the new springI had zero stoppage issues fired about 80rnds another guy at the range had some SB 147gr fired 15 rounds out of my rifle and had 3 stoppages. I would defiantly try trimming the coils on your spring first I think I just missed the window on mine oh and I would get a bolt dissambly tool your going to end up taking your bolt apart a lot I didn't get one because I kept telling myself this was going to be the last time I took it apart I think I have had my bolt apart 6-8 times now and it is a real pain.
