7mm mag problem

My buddy's 7mm tikka t3 target is spilling around the primers every once and a while. thought it might be the brass but it did it with new remington brass aswell. the load is light 65 gn IMR7828 under either 139 gn hornady or 140 TSX. the only thing i can think of is that it doesn't like winchester primers?
Any ideas?

sounds like to heavy a load check scale to be sure it is set right or this gun may have a tight chamber reduce the load a little
 
Spilling around ? Hard extraction ? Usually if the primer falls out of the pocket after being fired..its a pretty good indication of high pressure..especially in new brass. Kind of odd since that load does not seem to approach max for any data I have.
 
Primers are leaking around the edge. But only on some rounds
I use the scale for my rounds aswell and have not had any leak.
The load is min. in one book and a grain under in the other.
Chamber of this rifle is small compared to my savage.
Could it be the rifle?
 
It's the winchester primers , I tried them in my 7 wsm and had the same results. I noticed when pressing them in to the pocket they pressed in with little resitance and the CCI primers were tight in the same brass. in a test the CCI'S gave better accuracy anyhow.
 
This was my last variable to fix bought some CCI primiers will try them
