ANd yeah, hate to bring it up...But shooting technique/ability.
No idea of your capability, so don't get offended.
If/when I have been in your shoes, I've bought a box of decent factory ammo and tried it. If that wont' shoot either (assuming it's not the shooter) then there is an issue with the gun/scope.

I had a CZ 550 Varmint in 308 with the set trigger and it shot ok with the trigger in standard position, but it was very accurate with the trigger set forward. I had the CZ mounts with the single screw that went through the bad to the ring and that screw would loosen off and then the groups would open up.
I also had a cz602 in 375 h&h that I used the one piece Leupold rings on and I wrecked a scope tube by not lapping the rings or using an aligning bar before mounting the glass.
Possibilities, but I'd try factory loads first.

R-22 has produced sub moa in several 7mmremmag rifles that I have used it in. I was using 140gr bullets in all cases.
Same thing with me, i have tried RL22 in different calibers like 2 different rifles in 300Win 7mm Rem and cant get that powder to work.
Gun is brand new, scope is a new Leopold, rings are talley's made to fit a CZ550 ,The (shooter me) can shoot less than half of an inch with a 22.250 and a 308 1 inch or better with a few other different rifles.
So i don't think i'm the problem but at the same time don't know what else to do.
This being my first rifle in 7mm Rem mag not sure if it's an easy caliber to work up a load or not.

If a rifle won't shoot a flat based Sierra it probably won't shoot anything.
I have a 160 Nosler Partition load with 68 grn of RL 25, Fed 215 primer, Win case. 2900 fps, shoots sub MOA. Nosler says this is the most accurate load for the 7mm 160 grains.
I'm surprised you can't get RL 22 to shoot. It is supposed to be the 7RM powder. I use a load 66 grains RL22 Fed 215 and 150 TSX to get almost 3100 fps, key hole groups.
Also, try shooting the groups at 200 and see what they look like.

I just started working up loads for my 7mm RM (Savage American Classic) and the only powders that I've used are H-1000 and RL22.
H-1000 was a waste of time, RL22 seems to be the one so far. I'm using Hornady 162 gr SST bullets and 61.0 grains of powder, WW brass, CCI mag primers.
My first time out using RL22, I had loads made up from 59.0 gr to 63.0 gr. 61.0 gave best indications of a good load. The next time I went out to continue load development, I had a bunch loaded with 61.0 gr. The only thing that I changed was bullet seating depth. The farther I got from the lands, the better the load grouped. Sweet spot was 0.040" off the lands. Group was 5/8" @ 100 m.
I'll be shooting the load over the chronograph next time out.

Chronographed the load this morning. 2833 fps. Groups through a barrel with 53 rounds through it without cleaning were right around 1"

Well fellas , after reading some of your ideas and advice's and scratching my head a few times , i went to the range today.
same brass as before, same primer, different powder and bullet.
From the 3 different powders that i had in hand adequate for this caliber , i chose H4831.
After considering some of your advise on flat base bullets , i chose 160gr Nosler partitions .
The result is a load travelling at 2912 fps , and a group inside 1" square.
So i can say that i am pleased with this hunting load, looks like i'm taking this rifle after all for the up coming Moose hunt.
