80% AR Lowers (yea...another thread)

Yeah, I wouldn't be so opposed if the extra parts they left undone weren't such a pain in the ass. Don't think I've ever seen jigs to drill those holes either.
 
They are controlled under itar, the reason DLASK can import them is they fill out all the paperwork and the yare also a Manufacter, the other guys are not.
same issue with LIV USA made body armour, you cant EXPORT it or even own it in the US if you are not a US person with no record.
To exportus made LIV hard armour out of the US requires approval from US DOJ, which then requires a signed end uerd cert for each item on that export permit.
If that's the case with US DOJ then Canada requires an ICC and most of the time a controlled goods Lic, to follow US DOJ ITAR protocol.

This is why police dept, don't order body armor direct, the use a Lic controlled goods biz in Canada. or buy from non ITAR countries, or buy Canadian made.

Things like 80% lowers, NV scopes, body armor are the not something you want to F*** with under ITAR.
so buyer beware, trust us we have looked at it and, its just to dangerous to mess with ITAR

Thank you for this... I was looking closely at the dlask units but will have to reconsider now that it appears they produce more of a 70%, than 80%, unit.

Exchange rate aside, a true 80% lower for $60 usd plus import would still be cheaper than than the $200+ asking price up here...

He has either a earlier less complete version or he has the raw forging. The 80% Dlask now have are typical 80% with the machining done on them that he says his doesn't.

Buy fast though as the non anodized are sold out only anodized versions are in stock by the looks of it.
 
I did buy it over a year ago. If they're actually more complete now that's good, but it sucks I'm left with a paper weight that I probably won't ever finish.
 
Well, here's an answer from Brownell's. Just tried to order the 80% lower they said can be shipped outside of Canada.

First and foremost, you will have to pay the $250 export license fee, bringing the cost of the lower to about $300. That's pretty much game over for most people as they won't want to pay over $400 CAD for one lower. I imagine if you order 2 you use the same license, so if you planned to order a bunch with some friends you might be able to get the costs down to a reasonable level, if it weren't for the fact you also need an import permit from our government.

In one of the forms it states:

8. Certification of foreign government

We certify that we will not authorize the re-export, resales or other disposition of the articles/data authorized in item 5 outside the country in item 4

without prior written approval of the U.S. Government. If the articles/data are for use by our "armed forces" (i.e., army, navy, marine, air force,

coast guard, national guard, national police, and any military unit or military personnel organized under or assigned to an international organization),

we certify that we will use the authorized articles/data only: (a) for the purposes specified in the Mutual Defense Assistance Agreement, if any,

between the U.S. Government and this government; (b) for the purposes specified in any bilateral or regional defense treaty to which the U.S.

Government and this government are both parties, if subparagraph (a) is inapplicable;

action, if subparagraphs (a) and (b) are inapplicable.

Then asks for a signature from the foreign government.

Then comes the end user statement which is pretty straight forward, which is the standard export form you fill out from Brownells when you order gun parts over the ITAR limit, or magazines.

Looks like buying 80% lowers from Brownell's is a no go.
 
I asked her about the import certificate, she said that I would need to contact the Minister of Foreign Affairs. Said there's no fee and also that they would advise how to secure the certificate. I Googled who was appointed to that, it's Stephane Dion. Don't think he'd be inclined to help anyone import firearms/firearms parts.
 
arlower.ca Wonder what happened to them? They were all about selling the 80 Polymer lowers. They are 100% legal...but seems nothings going on? Maybe they had a nice talk or something, & decided not to sell them anymore.. ?

I suspect that the changes to ITAR regulations caused them a few problems getting the Polymer80 product(s) out of the USA.....
 
Did ITAR change recently? There has been a couple of recent batches of the Polymer 80's in Canada and they sold like hotcakes!

Early '15 IIRC it was amended and more things were added to the list..... Ironically they also raised the "no paper work maximum" cost from $100 to $500 with-out export paperwork. In some cases (gun parts etc.) end user cert is still required over $100, but permit is required if over $500.
