I'm getting about 2330 fps out of an 8 twist 23.5 inch barrel with 80 grain bergers and 22.3 grains of varget. Does this seem like normal velocities?
 
It seems kind of low, check here http://data.hodgdon.com/cartridge_load.asp. From the sight the 80 GR. SIE MK at 22.0 grains are 2547 fps. This is also close to the information in some of my reloading manuals, I don’t have any load data for the 80 grain Berger’s. What does the manual or data you are using say? And maybe it is the way your firearm shoots that load.
 
No idea what my velocity is but I use 26.0 gr of varget with an 80 gr bullet in a Sportco action with a 30", 1:8 twist McLennen barrel. Works out to 1000 yards.

I would approach this load with caution as I only claim it to be safe in my rifle.
 
It does seem slow. I use IMR XBR 8208 with 80 grain SMKs. I won't post the charge but its way over Hodgdon data. No pressure signs and around 2750 fps.

The varget guys I have seen using the 80s were getting quite a bit more than me. I actually witnessed one old gentleman in the summer getting velocity in the high 2900's. Using varget and 80 grain bergers that he had moly coated.

FWIW, I only get high 2900's with 8208 and 69 smks, so go figure.

Oh ya, forgot to mention I use 80 gr Moly coated Noslers.
 
Thanks for the responses guys. It may just be the way this barrel is. I haven't seen any pressure signs so I'll work up a bit.
