9.3X57 -Brass and loads

I have most of the components for reloading my ''new'' swede Husqvarna 9.3x57-dies, 8x57 brass,3031 powder and speer 270 gr semi spitzer[never reloaded before]

I would like to duplicate the Norma ''alaska''commercial hunting load for the 9.3x57 ,which I assume would be is pretty good hunting load for moose

Question-on resizing the 8x57-some forums speak of annealing the brass before resizing-is that really neccesary and if so-how do you go about it?

Question-would 45 gr of 3031 be an acceptable powder charge for the 270 speers?
 
I've never loaded for a 9.3X57 or formed brass for one.

But I do load for a .35 Whelen and all I use is re-sized .30-06 brass. The process is simple. Use lots of lube with a bit inside the neck, then run the .30-06 case into a .35 Whelen FL die that has a tapered expander. A Whelen case emerges from the die.

I don't imagine the process is any different for the 9.3. Just make sure your FL die has a tapered expander. My RCBS Whelen die came with one.

As for annealing, I've never done it.
 
45gr of IMR 3031 MAY be a safe load behind a 270gr bullet in your rifle (or maybe not). I would not use it as a starting load. I have worked up to 45.5gr behind a 250gr TSX in my M98, starting at 40.5 gr. If I was loading for a 270gr bullet, I would have used a lighter starting load. Note standard disclaimer : These loads are safe in my rifle, they may not be in yours. Use at your own risk.
 
I would like to understand the connections or similarities between different brands of powder-are there interchangeable groupings?ie-what would be comparable to IMR 3031, 4895,or win 748?

Not sure what you mean by "interchangeable groupings", but I think the connection you are looking for is burn rate. Of the ones you have listed IMR 3031 is the fastest burning, then IMR 4895, H4895, Win 748, with quite a few powders in between. If you have a reloading manual, look in the index, it will list a powder burn rate chart.
