9.3x62 load / dies issue

Good day every one, having a crappy realoding day.

First thing this is my 3 caliber reloading so I am pretty new to it. I started with .45 then .308 ( still need to test those) and now 9.3x 62.

first thing first I set the dies in ma lee turet, it does fit and every thing seems find. I start by gauging the decaper/resizer by principle (I have new hornady brass so I don't have to do it. Just wanted t set up the thing). Lube up a case put it in and adjust it. Well the loose decaping pin stay stuck in..... try to figure out how it work and screw as much as I can the nut keeping the decaping/neck expander hping it will lock. well it does not any one know why?

So that does not work so I decide to get the darn thing working so I try again, the whole thing just go straight up and crush the neck of the brass. I screwed up 3. Now I am freaking pist off at the thing. Found a video on youtube and I was doing the right thing.

After that i decide that I will figure it out later on CGN. I will just make a dummy round to calculate the length of the bullet seater and iwill be ready tomorow. Well that either didn't really work. I looked on my Richard Lee reloading guide revised version of 2011 It stated that the length of the loaded cartridge is 3.291. So I use the caliper and get the proper lenght. I then use that dummy round to load the riffle and check if it does cycle and everything. Well guess what. MEGA JAM whit a bolt action. Had to step on it to open the action that was not even close.....

So I ask myself what the heck, and I open a box of rem ammo 286 grain (same as I am reloading), well guess what 3.15 inch. SO readjustthe press and well the new and improved dummy work. So now my question is is the load associated whit this even safe (sorry but if you screw up a lenght it would be easyer to scruw up sme grain)

Here is the charge:
IMR 4895/ 51 gr topped by a 286jecketed bullet ( would it be safe?) I use 44 gr on my .308
