9 mm 124 gr plated and 800x

So I loaded some 9 mm Luger. 124 gr plated bullets with 5.4 gr. of 800x. They were shooting around 960 fps. Seems pretty weak shooting at steel plates. The max load from hodgdon is 5.7 gr. I have a few older reloading books that have 6.5 gr. compressed load for the max. Any ideas why such a big difference? I have the 800x sitting here and want to use it up.

Lawyers is likely the cause for lower max. I suspect it's a slow enough powder that you can't over charge it. But that's my speculation.

Use more. It can be difficult to ignite, too. try mag primers.

NO.. too thick of a primer cup.. doubt they'd be consitant or go off
