Have a question can u use 9mm bullets and load them into my 38spl and then shoot them out my 686 revolver safely
 
Yes you can. Depending on the size of your bore the .355 bullets may be too small for accuracy. Ruger has a 9mm cylinder for their .357 Mag Blackhawk so it is do-able.
 
The barrel of my 929 9mm revolvers are actually 38/357 sized. Slugged them at .356 dia. I reload with 9mm, 380 and 38sp bullets. At 17m, no real difference in accuracy. For 50m, probably not as accurate.

I didn't bother Ransom Rest testing these rounds. Just mounted a scope on one of my 929's

One consideration for using 9mm rounds in 38sp cases though is making sure you get a good crimp. There is no cannelure on 9mm bullets, so you need a good crimp to prevent the bullet creeping out - ie when firing rounds 1-4, the bullets in the 5th & 6th rounds may start creeping out from the repeated impact of the cylinder under recoil. I switched over to a Lee Factory crimp die to get rid of that problem.
