9mm and IPSC

Not that simple. It depends on the pistol and the load. Some factory 9mm, especially 115gr may not make the minimum Power Factor of 125.

Look at the box and figure out the FPS and then do the math. Buy something that shows at least PF 130 and you will be good 99% of the time

Do not ever go by published ballistics--on the box or otherwise!!

Test any ammo through a chronograph before using it at a major match! You want to ensure your ammo exceeds the applicable power factor by 5 or more!!

To be 100% sure, you should test the ammo in the gun you will be shooting IPSC with. I did that with some factory ammo as a baseline for developing my own loads and found they exceeded the Minor power factor (125) by a good margin.

Pffffttt....that's the easy way. Make them do math. I shot a match where they shot all eight crono rounds and averaged the top three for a PF of 125.
You don't get more point for being over that, and I save $$$ on using less powder. Win win!!

Yes, I'm joking. You want your PF in the 130's to be safe. Run your factory ammo over a crono to be sure.
