it is possible to convert the norinco m4 to shoot 9mm?

example keeping the lower and putting a new 9mm upper?

if so what do I need and where can i get it?

You need a barrel, bolt carrier, new buffer, and a magwell adaptor, and preferably a 9mm shell deflector. If you just want to shoot cheap though (with no mag-cap limit), think about a 22lr CMMG conversion.
 
i asked the same question recently and for the cost, it just wasn't worth it.. It would come up to about $1000.. For the same price, i bought a JR Carbine 9mm and it is unrestricted to boot..
 
A complete upper, new buffer, buffer tube spacer (so you don't break your bolt stop), 9mm bolt, decent conversion block (the cheap ones aren't that relaible - Hahn Precision is the best unit available) and a 9mm hammer. You'll be GTG.

It's not cost effective though to convert a Norinco for $1200+ when you can buy complete 9mm carbines used in the EE for $1400-1500 that are not Chinese ;)
