My understanding is that it has always been legal, just that it was not being approved for import into Canada, so for the longest time if you wanted to use hollowpoints you had to hand load them.
There are appearantly several brands that are now being imported and you will likely be able to find some at specialy shooting (as opposed to sporting goods) stores.
They are pretty pricey though, because they tend to use premium components, and will be about 2x what your run-of-the-mill plinking ammo costs, and 2.5-3x what you could load them for yourself.
