Not necessarily, they would need to use the same magazine body, and the feed lips would have to be compatable.
For example, with the Walther P99 .40 magazines, the feed lips are about 1/64" too wide to hold 9mm cartridges. A few will stay in there but after that the spring pressure causes them all to pop back out.
Definitely works on my G17 - Glock .40 mags will take 12 or 13 9mm rounds (a bugger to load) and an aftermarket mag will take 11 or 12. Fires reliably with those.

+1 on the Beretta 96/92 swap. With my two Glock 22 mags, I can load up 9mm rnds but it's just being held in place by the feed lips by a hair and if I drop a full mag, I've had it eject most of the rounds from it so I guess it's a hit and miss.
