I think I would stop at the 4.9 as my max load for my Shadow.
 
Just chrono 4.1 gr Bullseye with 124 gr Campro RN FMJ OAL 1.105 with Tanfoglio Stock II Extreme 5" barrel at 127 PF.
 
If you want less felt recoil, use a lighter cast bullet and do not go below minimum.
If Titegroup is what you have, Hodgdon shows 3.9 to 4.3 for a cast/plated 115 grain bullet. Bit over 1,000 FPS.

The short answer to your original question is to use less powder. 3.5 of TG should work perfectly.

If you want even less felt recoil, use a heavier bullet (not lighter, as SunShine suggests).

If you want to experiment, try some 147 gr plated or lead bullets. I load them with 3.3 gr of TG.
 
Keep in mind that low charge weights of fast burning powder can get a little freaky. The guy shooting the 38 special load (148 over 2.7 W231 which is light even for a PPC target load) in a 9mm case could easily experience a detonation. Be very careful in going low with these powders, that's why there are starting loads in manuals.

And as usual, Ganderite is bang on.

I use 3.5g TG in my 125 Zero JHP-C for all my 9mms, which include a Shadow, Sig, Beretta, PPQ and Girsan compact. Only the Girsan doesn't shoot this load well.
I also load 3.3g TG in 147 Zero JHP and all the guns like it fine except the Beretta. But it's softer shooting owing to the heavier bullet than the 125gr so I use it.

I have a bunch of 124gr Ares loaded with 3.8gr W231 that make the Shadow a lazer, although the Girsan hates it and the PPQ is "meh" with it.
