9mm Luger COAL?

I'm just starting reloading 9mm Luger with Frontier 124gr CMJ Flat nose bullet and titegroup 4.1g.

I'm wondering what's the minimum overall cartridge length I should keep? Based on the reloading data I have the minimum COAL is 1.090, if I follow this data, the bullet is seat just a little into the case. Is that OK?
 
The seat depth makes more sense to me

I'm actually confused by the minimum COAL. Because different style of bullet has different length, and the seat depth will be different even though at the same COAL. The seat depth makes more sense to me.

The seat depth = case length + bullet length - COAL

Any thoughts?
