9mm Restricted Revolvers in Canada?

You do not mention action type (DA or SA). Ruger has 4 models in the Blackhawk which come with a dedicated 9mmP cylinder. Two are Stainless and two are black. Barrel lenght in inches are 4.6 and 6.5 in both finishes.
 
S&W had a DA/SA some years back that used spring whiskers that would snap into the rim notches to eject the rounds. It was the Model 547.

If you find one in Canada be prepared to pay through the nose. They are not common at all in my experience and both collectors and avid 9mm fans have kept the demand, and thus the price, up there.

If you simply want the revolver shooting experience without the cost or difficulty finding such a gun then go with the old style SA Ruger convertable.

If you're after a swing out cylinder hand ejector type then realistically you're out of luck unless you are very patient and are willing to pay the premium price. I'm afraid that from a frequent shooting standpoint and reasonable availability you're stuck with adding .38Spl or .357Mag to your collection.
 
Without moon clips, double action, swing out cylinder: No.

Unless someone converts their 547(s) to 4.25" barrels.

Ruger's product doesn't need moon clips, since it is single action and loads / unloads one-at-a-time.

So I guess your answer, without moon clips, is the Ruger.
