DS Tactical has ST Action Pro training rounds. These are real brass cases with plastic bullets. I have a bunch of 12 gauge and .223. The 9mm are 89 cents each! Great stuff at a fantastic price: http://www.dstactical.com/product_info.php?products_id=1794
I went a step farther by drilling two sets of cross holes through the casings so there's simply no mistaking their status. I thought about painting them but I didn't because the paint in some cases would be thick enough to prevent proper chambering. Besides, the magazine lips would soon chip it away.
I also filled the primer pocket with a dab of hot melt glue which I then slice off so they cushion the firing pin. Likely the last bit isn't a big deal but it was easy to do.
The bullets will set back after repeated use as well if not heaviliy crimped. But some guns won't headspace correctly if you heavily crimp in this manner. So a little spacer of plastic or wood dowel or something of the sort that holds the bullet so it can't move deeper is a nice touch.
