The plastic you speak of is a shroud over the bolt and yes it is for weight considerations.
I think if they where to put a regular bolt in the Ti it would add another 3 oz to the gun.
Really, how hard is it to load three rounds into the magazine when you get out of your vehicle and ready to walk in to your spot?
It aint rocket science there, it just takes some getting used to .
I bought one in 325wsm late last fall and have had not any time to play with it, suffice to say that I like Browning A-bolts and I like the feel, weight , and swing of this one.
As for the guys who do not like the magazine arrangement on an A-bolt, the same can be said about the cheap bolt shroud on those other rifles that start with a T someing or other.
If you like how it feels and the caliber is what your after and the money is in your pocket, buy it.
