A few questions about bluing

I recently bought a 91/30 and it appears the Ruskies bungled the refurbishing process and added a bunch of patchy crap to the top of my barrel. Everything else about the rifle is great. Would it be expensive to get it refinished? Could I do it myself without a bunch of extra equipment? Much to the dismay of the guys at the counter, I spent a good half hour going through Mosins until I found this one. Only place I failed to check was under the furniture... Any help would be greatly appreciated.

If its black paint, rust formed there after refurb, was removed by mechanical means and paint applied to seal the surface. It may also be shellac . Not worth messing with.
 
It looks like the black pigmented shellac that seems to be somewhat randomly applied to lots of these. It will dissolve easily in any kind of alcohol (methanol, ethanol, etc.).
If it were mine, I would remove it. This is an unusual place for rust - deep rust is generally confined to places where the stock touches the metal (receiver tang and immediately in front of the stock bolt are the most common areas.).
My guess is the paint is covering some bare metal spots where the barrel and hand guard rubber together. This is easy to fix nicely with cold bluing ($10 at the gun store).
Hard to image it coming out worse than it is now.
 
Seen this before, usually happens directly underneath the stock bands. I bought a beautiful 91/30 last year and when I disassembled it I found a rust spot under the top hand guard directly under the metal band.

I had the same issue with my 91/30. I reblued it using g-96 cold blue cream and it did a great job and it was not really hard to do.
