how long do transfers take on these items

That depends.

Anything other than a 12.3 and the transfer should be fairly quick.

With 12.3's the RCMP insist the gun go to their lab to be inspected and certified that the conversion is to their standards. That process can take up to several years and there is no fixed time limit so they could take as much time as they want and you have little recourse. Hence 12.3 guns aren't really a good purchase at this time.

One question I've never heard answered is that if a 12.3 has already gone through the RCMP lab process and gets sold again, does it have to go back and be rectified again? Like every time the thing gets sold?

When 12.x are transferred to a business (museum) they lose their 12.x designation and cannot be transferred to a 12.x holder again.

The side effect is that 12.3 guns do not have to go through an inspection when transferred to a business and it's pretty quick.

Most live prohib buyers in Canada are associated with a museum nowadays ;) But deactivating them still seems to get the seller the most money somehow...

Thats interesting to know. Do you know the classification that a museum needs on the business license to possess the 12.x guns? Is it Prohibited Firearms?

The classification on the BFL in this case is "Museum". There are various types of sub-licenses for firearms businesses in Canada: retail sales, taking in pawn, sale of ammo only [ie)Wal-marts], primary manufacturing, gunsmithing, etc.. The museum license has specific requirements regarding the ownership/corporate structure and use case(s) that are different than most of the other types.
