A question about the "unavailable" waterfowl stamps.

So lets just say that the stamps arent available in time for the opener, I get the impression a few individuals may go harvesting with or without a stamp. Would we be safe to assume "and I understand when we all assume" that the general summary seasons should suffice. For instance, I know when the stamp comes out, so does a broken down WMU opener, closer and possession amount. So I myself live in the "Southern" district, so if I cant find a stamp, I could start shooting on the 4th of Sept.? And is that good enough of an excuse?

they are shipping in limited quantities some stores are getting 100 or so some only 5
