A result of the dread Glock bulge, or...

Is it Norinco brass with the green primer sealer and delta symbol on the bottom? I has brass that look identical to yours after re-sizing and every single piece of norc brass had a ring after FL in my Lyman TC dies. So I just chuck then back in the bin now. IMO it seems norc has incredible irregular thickness and brass flow. YMMV.

Get the bulge buster and do a full case sizing before reloading. 40s&w is a straight walled case unlike the 9mm which has a slight taper. So no comparison between the two. The glock barrel is slightly unsupported and looser in tolerance to other brands to function without issue. The fear I would have is that the brass in time will anneal and soften at the point of the bulge and possibly (now I mean possibly) rupture at that point of the bulgel. Now, I now someone is going to say "I've reloaded 1000's. No problem yet." Key word being "yet". So... anyway. Like I said before in another post. Buy a good aftermarket barrel and the bulge buster kit with a lee sizing die. Lee is cheaper and works exactly the same as the redding. Just my opinion.

i have seen this before with range brass that i reloaded. when i try to resize it the same happens.

i usually just throw them away when they do that.

once i accidentally dropped one into the good brass pile and it found its way to my match ammo.

the ridge jammed my pistol at the end of a stage. After firing the round, slide didn't move, it took a lot of force and some help to get it loose.

I know this is an old thread, but I found that it might have been my dies that were causing the ring on my cases like in the op's pictures. I was using Lyman dies , but just bought a 4 die Lee set for the factory crimp die. I tried using the sizing die, and no more ring. I was getting the ring with norinco 45 acp. I also tried it with some brass I picked up at the range that was fired in a flock and had a very noticeable bulge. The bulge is gone and no ring with the Lee die.
