A strange Norinco JW-15

I just bought this rather nice used 22 but it has a very strange lump sweated (I hope) to the barrel. Any idea what it is?

looks like a quarter rib of some sort, almost like the sight base off of a Tikka T3 Battue, not facotry but is for some sort of rear sight, it's slope makes it impossible to use with a scope
 
Well yes, as Kevin.303 says, some sort of mount, but it slopes up at about 5 degrees, and it has 17 indentations on the top. The top of the 'rib' is dovetail shaped, and slightly narrower than the dovetail on the top of the receiver. The fit to the barrel is very nice, and if it's sweated on there is no trace of the solder around the edges.

It seems to be a very professional, carefully done, screw-up.
 
Spot on, Kevin.303 I googled on the Tikka Battue sight. It does look exactly the same. But why have a sight that gets a shorter sight radius at longer ranges? I think it's coming off for a ghost ring, or receiver peep.
 
Its a factory rear sight ramp. My wife has it on her jw-15, it has a fibre optics front and rear. she has a scope too...
 
Okay, some of these came as Battue rifles. A whole new sport for me. I have another (from Marstar )that doesn't have this ramp, and a nice little ncstar 4x scope on it. (Two of anything is the beginning of a collection!) It looks like my setup would run into this ramp. Does your wife have high rings, or did she set the scope rearwards?
