AA 22lr coversion kit bring back from U.S

Correct me if I am wrong, but isn't the .22 conversion kit considered "handgun parts" and not an actual firearm? If so, then there is no requirement to have an import license or form for this gun part as that is not requred. I have thoroughly checked this on the Canadian Govt website. Plus, I happen to know someone personally who very recently just brought back a Kadet Conversion kit from the states in their checked baggage with ZERO problems.
 
Has nothing to do with our side of the border.

It is the American's that want an export permit for many firearms items.

In order to apply for an American export permit you need a Canadian import permit to send to the American's.
