Correct. Section 37 of the Defense Production Act covers this in detail. The AI response further up the thread is entirely wrong as you pointed out.

Sketchy companies would be ones bringing in ITAR goods illegally, not the ones educating people of the laws and regulations. Quotes on non regular inventory like uncommon tube formats do not come off a pricelist and require us to get a quote from the manufacturer which unfortunately takes time.

Many night vision components from the USA are EAR99 and require minimal to no paperwork within Canada. But US made intensifier tubes like Omni 7 and 8 are ITAR. We can legally supply tubes under dual use from France/Netherlands and China to non government customers in Canada as those tubes are non ITAR.
