Accuracy of 10/22 Regular barrel vs factory HB vs aftermarket HB

I have my own opinions, but I'd be interested in hearing what y'all think. Some people think you can actually draw a line between a $250 stock 10/22 and a $1000 custom.

What accuracy can you achieve with the factory barrel?
What accuracy can you achieve with the factory HB?
Does an aftermarket barrel justify the cost? - Considering if you REALLY wanted an extra $500 of accuracy you could buy yourself a rimfire boltgun.

I'm looking for opinions like Prosper's, here:

where he reckons that an aftermarket barrel brought him from 3" POA to 1/2 or 3/4.

How come nobody seems to run the factory HB?
 
Actually, mine isn't a heavy barrel. I don't see much point in going with a heavy barrel on a .22. There are such things as sporter-contoured match barrels ;)
 
You also mention in that post you're not impressed with the accuracy of the 10/22. Would you recommend people bother with an HB on that rifle, or does it even pay?

You make a pretty good case for staying economical with a 10/22. Photos like that make is seem like another $400 is going to buy you a whole lot in accuracy. (despite what it may offer in cosmetic value)
