Accurizing a Chinese SKS.

OK, I know that the two concepts are mutually exclusive (CHICOM SKS and accurate), but I have to ask.
My SKS had a strange grouping at 100 yards. The group was about 2 inches wide and 15 or so inches tall using COMBLOC surplus ammo. I figured it might be the ammo so I tried it with some North American made ammo, and then with some home rolled ammo. Still had the same group.
I pulled the bayonet off and removed the cleaning rod. Now the group is round with a diameter of about 12 inches. All the shooting was done off a bench and sand bag.
Anyone got any ideas or experience with this?
Also, I found when I used the starting load for the home rolled ammo the weapon would go full auto. I checked the firing pin and it was clean and free moving. I switched to surplus ammo, no full auto, back to min load home rolled and I get 3 round bursts. Anyone else have this trouble?
 
As for the vertical stringing/large groups check and make sure everything is tight (stock fitment,trigger group etc) and just incase, you werent resting the rifle on its bayonet or barrel? should be rested on the stock only. After firing a burst, eject the chambered round and check for indent in primer. They could be a little too soft.

Also please get a gunsmith to check the headspacing or do it your self if you know how. This is to ensure that you are reloading it to your rifle and not what you think is right.
As for grouping size on average 4" @ 100 meters is the norm but 12" could be a multiple of variables. From everything like wind too, to much jerking of the trigger.

the stock on my chinese norinco was at best poorly fitting. I glass bedded it under the reciever and at the front where the barrel attaches to the stock. I t helped some but a choate stock helped more.
