I am wondering what Action Length is needed to build a 416 Taylor, and what else needs to be done to a typical rifle during this conversion? (Bolt face opened up, ect) I'm thinking of a Brno ZKK 600 that is currently 30.06 as a starting rifle.

Thanks.

"...Bolt face opened up, etc..." It's lots more than just that. You need to be sure the rifle will handle the pressures of a magnum, first(I'd be looking at the availability of brass before I did anything). You're going from a rimmless cases to a belted magnum too.
You really should use a magnum action. However, your .30-06 length action is the right length. It'd be less fuss to buy a rifle chambered in a magnum calibre and rebarrel it, then go from there.

Dennis is right of course...the 416 Taylor is a necked down 458 Win or a necked up 338 Win...any action originally chambered in one of those or the 7 Rem Mag, 300 Win etc etc will be just a rebarrel away from a 416 Taylor...I built two of them on 700's.

Ken Waters Pet Loads has lots of data.FL size .458 Win Mag brass load and shoot no witchcraft required.400gr slugs at 2400fps! Same as the .416 Rigby in a smaller package...................Harold
