If the bedding is done properly, the action bolts only need to be tight enough to not loosen during firing.
With a factory stock, I strongly recommend you have the rifle properly bedded.
I know you will hear it often about so many inch/lbs is THE solution. Action bolts are not load bearing devices and lots of torque to solve poor bedding will only lead to an ongoing saga of problems as you shoot.
