I might be able to get a SW model 64 .38 for CHEAP! but i dont have my 12X, is there any way to lenghten the barrel without replacing it completly to have it re-classed as a restricted? whats the most cost effective way?

Weld a collar to the muzzle. Ream out the bore. Install a full length liner, from end to end, so that the rifling is continuous.
That is about the only way to lengthen the barrel that would be acceptable.

i just had the same issue with my 64. i found a decent used barrel on the exchange and had it installed before transfering to myself. mine is now 4 1/4 inches
There is no cost involved with these permits. And it's easy to do.
1. Apply for an International Import Certificate (with an EXT-1020);
2. Place your order - Brownells will provide you with a DPS-83 to complete;
3. Return the (U.S. State Export permit form) DPS-83 to Brownells;
4. Wait for (Brownells to obtain the U.S. Export permit and) your order to arrive;
5. Advise DFAIT of the importation.
Don't be afraid, just do it.

A Model 64 is worth $250 to $400. If I remember correctly it's the stainless version of the M 10. The 357 version is the Model 65 a stainless version of the M 13. The Model 64 has the heavy barrel and available in 4" or 2".
It's really not worth to rebarrel the Model 64. You may find it more cost effective to pay a bit more and buy a longer barrel revolver. Maybe a M 627 in 357; comes with a 5" barrel. That's sad in a way as the 4 inch barrel S&W is such a nice balanced revolver.
If the Conservatives get to form a majority, this should be an issue to take up with them. Excluding 4" revolvers from the prohibited class. A self loading pistol has the chamber included in the barrel length where the revolver does not. This was a "Slick One" pulled off by the slimey liberal, Allan Rock.
But at present, you may find it cheaper to scout around for a 5" or 6" barrel revolver, rather than ordering a barrel from the USA and changing it.

Barrels for anything are on the U.S. 'restricted for export' list. It's not Homeland Security though. It's their State Department. Not that it matters.
I believe there's a fee for the U.S. export permit, but definitely not for the Canadian import permit that's required to get the U.S. export permit. In any case, you'll be paying that fee one way or the other.
Smith does have Canadian warrantee shops. Mind you, that doesn't mean you'll be able to get a longer barrel for an M64. On the other hand, a 64 is a 'K' frame, so any 'K' frame barrel should fit. The downside is that your option is a 6" barrel, if you can get just a barrel. Said barrel can be shortened by a smithy at considerable expense.
