Adjusting savage 99 sights

Post #2 has got it - move rear sight in the direction that you want the group to go - up/down/left/right. Move the front sight in OPPOSITE direction that you want the group to go - again - up/down/left/right.
 
FYI - has nothing to do with the brand of rifle or the cartridge - is same for all iron sighted rifles - barrel mounted open sights, or aperture sights. In "old days" as if adjusting sights was a mystery left for "expert" to do - many explicitly assumed the sights had been set correct at factory - so were never touched. Would hear one old dude loaning a rifle to another and mention that it shoots "left" or "high" or whatever - so was an alternative - get used to it - know it - and aim so that bullet hits where you want it to - even though that was not where you were aiming. Some are "shocked" to discover how far one brand will throw their bullet compared to another brand - is not necessarily all the same. But some guns do not seem to care - when my Dad passed, his 30-06 came to me - I fired off most of his stash of mixed cartridges - 150 grain, 165 grain, 180 grain, even a couple 220 grain - the 150's made distinct group higher and to right of bull's eye - all the rest went into group at 100 yards that you could cover with palm of your hand. If you were deer hunter at that era and place - all would kill your deer just fine.
