Perhaps if we treat it like a Blockbuster video rental: For example, if you were to sign up for a match and end up as a no-show with no appropriate notice (24 hours?), you would be expected to pay the outstanding match fee the next time you come out for a match at that club...or not be permitted to shoot. Do that enough times and it can get quite expensive.
I could be wrong but I would expect that enforcing mandatory pre-payment would result in lower overall match attendance.
Not allowing somone to shoot is an issue (santioned matches are open to all current members by International rules) Requireing prepayment, preferably accross the board...but could also be one a case by case basis for the worst offenders...would be fine.
I don't think prepayment would scare off too many people once they get accustomed to doing it. Regardless...something has to be done to prevent these last minute cancellations.
