Keep in mind that although the semis are fun at first they can lose that when you decide you want accuracy. A lot of us here-myself included, had one and got bored with it realized that accuracy of the kind we wanted was not going to come from a semi no matter how much you spend on it. There may be a few that are good but a CZ right out of the box is pretty much guaranteed. Adjust the trigger and maybe bed the stock and forget about it. Or you could buy a 1022 and spend a ton of money on it first. Been there done that.

You are probably talking about some 10/22s. Yeah I had one years ago and it couldn't hit the proverbial side of barn.
The new ones are able to do 3/4 inch at 50 meters, in stock form, nothing to sneer at. I saw that personally at my club. Didn't shoot 100 meters, though, so I will not comment on that.
My box stock Marlin 60 with 4X x 32 Nikko cheapo scope does 1.5 inch 5-shot groups at 100 meters with bulk Winchester Dynapoints, on a calm day and I do my part. Not as good as my CZ452 Varmint, but close enough. And this Marlin 60/scope cost me only 150 bucks shipped on the EE, one third the cost of the typical used CZ.
