As others have mentioned, don't chase speed, what the bullet does down range is really all that should matter. If it's shooting good, why worry about a number on a paper?
Tikka's, while really good shooters, are notoriously slow. What you are seeing is not out of line with factory Tikka barrel speeds.
I would stick to 6.5 creedmoor. When you rebarrel it, consider going 24-26" with a premium barrel. My 24" Benchmark 6.5 creedmoor barrel pushes 140's at 2830 fps. There's no need to go to something like a 6.5 PRC, hardly anyone is using one for PRS/NRL type comps (if that is the type of comps you are participating in).
Enjoy the rifle, shoot and learn that load inside and out. Shoot more comps. If the rifle is shooting good, the only problem right now is between your eyes.
