how do you fix a pitted outside gun barrel? some just looks blemished. pitting is not deep but bothersome. it is the spotted the full length of the barrel, blueing next to non existent. any help greatly appreciated. Rifle is a Swedish Mauser M38

try 0000 steel wool... if there is no bluing left it shouldn't hurt at all and will remove light rust

after that it is 400 grit sandpaper for me.. then work up to about 800 or soo for a nice polish... then re-blue and/or oil it to prevent rust

Steel wool won't do anything for pitting. Steel wool and oil is for light surface rust only. That it does really well without bothering any bluing.
Pitting is the result of long term rusting. The only way to remove pitting is to remove metal. You won't remove enough metal with steel wool or sand paper. There is no current way that works properly to fill pits either.

sanding will remove minor pitting. pitts can be filled and the rifle coated with ceracote or armacote or any of the spray on finishes. deeper pitting can be draw filed and the metal smoothed out with abrasives then blued if wanted. a little pitting does not mean a rifle is ready for the junk pile. just how much work do you want to do.

i wouldn't mind doing as much work as need, id really like to restore it, re-blue it and id rather not a spray on finish

As Chappy said, The best way to remove just enough metal to clear the pitting is a file.
Then you can use sand paper and buffing wheel to polish before blueing.
A Google search on drawfiling a barrel should bring you détails how to do it.
