I'll cast my vote for used. Old rifles with good bores are always better quality for the dollar. All wood and steel, no plastic, and they always feel better and usually shoot well. No one ever listens though...
I've been quite impressed with the marlin x7 rifles and the weatherby vanguard. Either one of those would be my pick for a budget rifle.
I think the Ruger American would squeeeeeeeeeeeeze in between these two you mentioned.
