Look at it again and you'll notice there are 2 charging handles one on either side. One reciprocates the other doesn't. The left doesn't. So you can choose which side you rack it from.
 
I wonder if Tooth and Nail Armory had anything to do with that charging handle on the fore end. They were makinh some pretty slick parts for the MKA 1919 a while ago already.

Probably a good chance they were, the T&N stuff was out a couple years before the 1919 gen 2 came out
