Aftermarket bullpup kits

Now, before I go too far...I have very little knowledge concerning black rifles and the like. So, the other day I found a really cool modular bullpup stock kit for SKS, 10/22, and Remington 597 out of the U.S. I asked a buddy of mine how come I havent seen these before, and the only answer I got was "dunno, think they are prohib."
So can someone kindly explain why an aftermarket bullpup stock kit for non-restricted rifles would be prohib? Especially since we have the T97 and Tavor NR bullpups available? No joke, im really curious about this.

Here you go, OIC No. 9 was an poor attempt to fix a poorly written classification criteria.

Former Prohibited Weapons Order, No. 9

1. Any electrical or mechanical device that is designed or adapted to operate the trigger mechanism of a semi-automatic firearm for the purpose of causing the firearm to discharge cartridges in rapid succession.

2. Any rifle, shotgun or carbine stock of the type known as the “bull-pup” design, being a stock that, when combined with a firearm, reduces the overall length of the firearm such that a substantial part of the reloading action or the magazine-well is located behind the trigger of the firearm when it is held in the normal firing position.

In English, what that means is that the STOCK is a prohibited DEVICE.
A complete FIREARM that has the stock and receiver as one, is fine.
