If you can find a NR lower that can fit this upper, yes.
Uppers are not subject to classification, just make sure it meets the reqs for min length and such

There are non restricted AR “like “ receiver sets
But they are NOT AR’s because they don’t mate with anything AR15 or AR 10 receiver patterns they are different this not AR’s
You are referring to guns that are their own design that’s why they got NR status ..
The barrel is too short on these Alexander Arms uppers to be NR with either Maccabee or ATRS receiver set. This has been discussed previously, clarification was gotten from RCMP SFSS
Really? Can't find that thread. There's only one other post found that mentions this rifle and it discusses non of that.
The big wig at the horsemen decided that even though it’s rimfire because it’s built on a receiver that is designed for centrefire, the rules apply for centrefire. There was a whole thread with the letter from the horsemen in the NR sets manufacturers forum. It didn’t specifically discuss this upper just rimfires in general.
Just buy the upper strip it put the parts on a SLR or ATRS Modern sporter upper than you have a NR 17 HMR of critter killing fun
